At a time when the only people trying to put a stop to criminals were constables and hired watchmen under the authority of various private business', there was a great need for an organized, efficient police force. The inability of these people to stop rising crime came to the attention of Britain's home secretary, Sir Robert Peel, as he was pushing a reform of the criminal laws through Parliament. This police force, the Bobbies or Peelers named after Peel himself, would turn out to be a very successful move.
