Stop blaming the victim: Look to change other aspects of the system
Morgaine (1992) suggests that in this evaluation we must go beyond the
"helper as preventer of social ills paradigm" in order to address the
entrenched, complex needs of children and families. In a recent article,
she argues that prevention can no longer be relied upon to break the cycle
of various social ills. Prevention programs have been criticized for their
focus on cost effectiveness and for their emphasis on short-term results
